2 arrested in Washington County, TN for child abuse and neglect

Washington County, TN Sheriff’s Deputies arrested 39 year old Joseph Donald Brooks and 27 year old Clair McCain and charged them with Child Abuse and Neglect on Monday. Deputies were requested shortly after noon to assist the Department of Children’s Services with removing an infant from a residence on Huffine Road. McCain was at the residence and refused to turn the child over to DCS. Deputies were able to get the child from the mother in a safe manner and hand her over to DCS. The conditions in the home were deplorable with holes in the floor, exposed cords and unsanitary conditions from four cats living in the home. Animal Control was contacted to take custody of the cats. McCain was transported to the Washington County Detention Center without incident. Brooks turned himself in at the Detention Center later that evening.
